Recommendation: It is recommended that the scheme shown on drawing number EATS(N) 464/3/0 be approved at an estimated cost of 33,000.
1. Summary
This report details the proposals to provide a zebra crossing at B3226 South Street, South Molton.
2. Background/Introduction
The need for a safer crossing point of South Street has been raised by South Molton Community College due to difficulties experienced by students crossing the main road outside the College. Through the School Travel Plan process, concerns were raised about the conflict between pedestrian movements being in conflict with high traffic volumes movements particularly at the beginning and end of the academic day. The provision of a zebra crossing at this location has also been raised by South Molton Town Council.
3. Proposal
The proposed scheme is shown on Drg No. EATS(N)464/3/0. The scheme entails the construction of a new zebra crossing adjacent to the junction of South Street and Alswear Old Road.
4. Financial Considerations
The estimated cost of this scheme is 33,000. The funding has been identified in the 2011/2012 Integrated Block Programme for Market and Coastal Towns and Rural Devon: Local Schemes of the Devon Local Transport Plan.
5. Alternative Options
Various options were considered including different locations for the crossing. However, given the desire line for students crossing the road the only viable option identified is the proposed scheme.
6. Sustainability Considerations
The objectives and strategies of the Devon Local Transport Plan aim to improve travel choices including walking to reduce unnecessary use of the private car, as a contribution to improving Devon's environmental, social and economic well being.
The scheme supports this objective by encouraging walking.
7. Carbon Impact Considerations
As the scheme will encourage walking the scheme will have a positive carbon impact.
8. Equality Considerations
An Equality Impact and Needs Assessment (EINA) was undertaken for the Local Transport Plan 2011 to 2026, which included the 2011/12 programme as described in this report. No negative impacts were identified.
9. Legal Considerations
The appropriate legal notice under the Road Traffic Regulation Act 1984 will be advertised.
10. Risk Management Considerations
Financial risk has been identified and appropriate allowances within the scheme estimate have been made to protect the Council's position.
11. Reason for Recommendation/Conclusion
The scheme provides safer walking access to the college for pupils and has the support of South Molton Town Council and of the South Molton Community College.
